Is Crack Cocaine legal in Portugal?

Confirmed against a primary sourceVerified July 14, 2026
Legal status
Crack is the freebase (base) form of cocaine and has no separate legal identity in Portugal: it is controlled AS cocaine, a scheduled substance under Decree-Law 15/93, whose entry covers cocaine, its salts and preparations and thus reaches the base/freebase form. As with cocaine, personal possession up to a 10-day supply is an administrative (decriminalised) matter, not legalisation.
Consequences if caught
Possession of crack (as cocaine) up to a 10-day supply is an administrative offence (Law 30/2000) with confiscation; above that, and all trafficking, is a crime under DL 15/93 Art 21 (up to 12 years).
If prescribed or medical
Cocaine has only marginal controlled medical use; the crack/freebase base has no medicinal form and cannot be prescribed.
Documentation
No prescription documentation exists for crack/freebase cocaine.
