Is Crack Cocaine legal in Netherlands?

Legal status
Crack is the freebase (base) form of cocaine and has no separate legal identity in the Netherlands: it is controlled AS cocaine, a List I 'hard drug' under the Opium Act (Opiumwet), whose List I entry covers cocaine, its salts and preparations and thus reaches the base/freebase form. Crack is prohibited on the same footing as cocaine (tolerance policy does not extend to hard drugs).
Consequences if caught
Possession, dealing, production and import/export of crack (as cocaine) are criminal under the Opium Act; hard-drug trafficking carries up to 8-12 years.
If prescribed or medical
Cocaine hydrochloride has limited controlled medical use as a topical anaesthetic; the crack/freebase base has no medicinal form and cannot be prescribed.
Documentation
