- Not confirmed for Armenia, and this cell states the search rather than an answer. Record ARM-28 is a version specific absence record. The annex to Government Decision N 1129-Ն of 21 August 2003, at controlled lists 1 to 4, was read in the version below, no printed line naming cannabidiol was accepted, and no bounded class clause was shown to reach it either. The near entry inspected was «Կանեփ, Cannabis բույս», and it was set aside because it does not itself name this substance. The version read was the current incorporation of N 1129-Ն read together with amendment N 334-Ն of 26 March 2026, which took effect on 27 March 2026. The limit of this record has to be on the face of it. The terms this row was searched under were «CBD» and «kanabidiol», all of them Latin script. Not one of the 186 search terms logged across the eighty eight rows of this dossier carries a single Armenian letter, while 39 of the 41 entries the same dossier accepts elsewhere are printed in Armenian script. A Latin search of an Armenian list returns nothing whether or not the substance is on it. So this record states what the logged search could reach, and it does not establish that the annex is silent about anything searched for that way. A search that did not settle the question is not a finding that the substance is uncontrolled, and it is not a finding that it is controlled. The search set recorded was the two letter code and a transliteration of the chemical name, both in Latin script. The near entry inspected was the cannabis plant line, set aside because a plant entry does not name a single cannabinoid. The all isomers clause the annex carries is a tetrahydrocannabinol clause, and this compound is not a tetrahydrocannabinol, so it is not reached by that route either on this record.

Controlled in Armenia, and the printed lines are not the line the applied cell quoted. The հավելված to Government Decision N 1129-Ն of 21 August 2003 prints, in Ցուցակ N 1, the list of substances whose circulation is prohibited, two consecutive definitional lines standing between Կատա էդուլիս above and Կաթին below. The first begins «Կանեփ` բոլոր տեսակների, բացառությամբ Ցուցակ N 2-ում նշված կանեփի տեսակների», meaning hemp of all varieties except the varieties named in Ցուցակ N 2, and goes on to say that a variety named in Ցուցակ N 2 is also prohibited if it was produced without a licence or in breach of licence conditions. The second begins «Կաննաբիս` կանեփի տարբեր տեսակներից ստացվող պատրաստուկները» and covers preparations obtained from the hemp varieties whose tetrahydrocannabinol concentration exceeds what is permitted for the Ցուցակ N 2 varieties, expressly including marijuana and hashish oil as named sub limbs. The applied cell quoted a line «Կանեփ, Cannabis բույս» at a Chemical Abstracts number. That string is not printed in the annex, and the annex prints no Chemical Abstracts numbers. Two further statements in the applied cell fall with it. There is a potency limb: Ցուցակ N 2 carries «արտադրական կանեփ», industrial hemp, licensed, in which cannabidiol content exceeds tetrahydrocannabinol content and the tetrahydrocannabinol content of the sampled mass is equal to or below 0,3 percent. And these are not simple plant entries, because the exception in the first line and the concentration test in the second are what decide which list a given plant falls in. Read on 21 September 2026.

Controlled in Armenia. The annex to Government Decision N 1129-Ն of 21 August 2003, at controlled lists 1 to 4, prints the entry «Տետրահիդրոկանաբինոլի բոլոր իզոմերները», and record ARM-33 matches it to delta 8 tetrahydrocannabinol on Chemical Abstracts number 5957-75-5. The row relied on is that printed line and not point 1 of the decision, which only directs that the list be approved and names no substance. The version read was the current incorporation of N 1129-Ն read together with amendment N 334-Ն of 26 March 2026, which took effect on 27 March 2026. The terms this row was searched under were «delta-8-THC» and «tetrahidrokanabinol», all of them Latin script, and the line they reached is printed in Armenian script, so the logged term set does not by itself explain how the line was found and the search record is incomplete. That does not weaken the finding, because the finding rests on the printed entry and its registry number rather than on the search that reached them. The accepted line is a class clause rather than a single molecule, reaching all isomers of tetrahydrocannabinol, and that is what carries the delta eight isomer without it being named. Two other rows of this set, tetrahydrocannabiphorol and hexahydrocannabinol, were deferred against the cocaine line instead of against this clause, and an all isomers clause does not obviously reach a homologue with a different side chain or a hydrogenated analogue. The dossier does not settle that.

Not applicable as a class status for Armenia. The applicability answer holds and the evidence the applied cell gave for it is corrected. The label names an open structural family with no fixed membership, and the հավելված to Government Decision N 1129-Ն of 21 August 2003 answers by printed line, so an identified molecule is required before any line can be matched. That much stands. The applied cell then described the annex as carrying named substances and one isomer clause, the clause reaching all isomers of tetrahydrocannabinol, «Տետրահիդրոկանաբինոլի բոլոր իզոմերները», and reported that a search under one named compound found nothing. The second half is wrong. Ցուցակ N 1 prints a long uninterrupted run of individually named synthetic cannabinoids, beginning at ACBM-018 and running through the AM, CP, HU, JWH and MDMB series, and the compound the applied cell searched for is in it: «JWH-018» is printed against «1-պենտիլ-3-(նաֆթալին-1-իլ) ինդոլ», between JWH-015 and JWH-019. The applicability conclusion survives that correction because the run is an enumeration. Unlike its neighbours in this set, this annex carries no clause reaching a synthetic cannabinoid structural group at group level, and the one family clause it does carry is about the isomers of a natural cannabinoid.
