Is Cannabinol legal in Singapore?

- Class A controlled drug — Misuse of Drugs Act 1973, First Schedule Part 1 item (23) 'Cannabinol', with item (24) 'Cannabinol derivatives' separate; also specified drugs, Fourth Schedule items 2B and 2C
- Consequences if caught
- Cannabinol is listed by name, separately from 'Cannabinol derivatives' (item 24) and separately again from 'Cannabis and cannabis resin' (item 25) — four legal labels, not one. Sections 5, 7 and 8 prohibit unauthorised trafficking, import and export, possession and consumption. Because cannabinol and cannabinol derivatives are Fourth Schedule specified drugs (items 2B and 2C, with cannabis separate at 2D), section 8(b)(ii) creates a named consumption offence — which is why the Singapore case record contains charges worded as consumption of a cannabinol derivative — and section 8A extends it to citizens and permanent residents outside Singapore in the circumstances the Act states. 'Cannabinol derivatives' is defined in Part 4 of the First Schedule. SECTION 17 TRAFFICKING PRESUMPTION: NONE FOUND. Section 17 names cannabis at 15 grammes, cannabis mixture at 30 grammes and cannabis resin at 10 grammes. IT DOES NOT NAME CANNABINOL OR CANNABINOL DERIVATIVES, AND THOSE FIGURES DO NOT MIGRATE TO CBN. NONE FOUND IS NOT ZERO: no quantity triggers the presumption, and trafficking must be proved by evidence. No cannabinol-specific Second Schedule quantity band was located, so the Class A framework applies unless another proved substance or material entry changes the analysis — do not borrow the cannabis or cannabis-resin capital thresholds for a pure CBN charge. TREATY POSITION: ALSO NONE FOUND. Cannabinol is not named in the INCB Yellow List (1961 Convention) or Green List (1971 Convention); those name cannabis, cannabis resin, tetrahydrocannabinol isomers and delta-9-THC. Do not infer a treaty schedule from the spelling overlap with tetrahydrocannabinol.
- If prescribed or medical
- Nothing in the Misuse of Drugs Act makes an unauthorised holding lawful because a substance has a medical history. Travellers carrying a prescribed medicine should check the Health Sciences Authority position before arrival and carry the medicine in its original packaging with the prescription.
