Is Barbiturates legal in Portugal?

Legal status
Barbiturates are psychotropics scheduled by compound in Decreto-Lei 15/93 (phenobarbital/barbital in Tabela IV, the higher-abuse barbiturates in Tabela III); personal use is decriminalised (Lei 30/2000) though the substances remain controlled.
Consequences if caught
Personal use is decriminalised (referred to a Dissuasion Commission); trafficking carries multi-year prison terms.
If prescribed or medical
Phenobarbital is prescribed as a Tabela IV antiepileptic (a WHO Essential Medicine); the sedative-hypnotic barbiturates are rarely used.
Documentation
Carry the Schengen Article 75 certificate and prescription; roughly a 10-daily-dose personal threshold applies before a trafficking presumption.
