Is Peyote legal in Netherlands?

Legal status
Mescaline is a List I ('hard drug') substance under the Opium Act (Opiumwet); the peyote (Lophophora) cactus is not itself listed, so the living cactus is not a scheduled narcotic while isolated mescaline is prohibited.
Consequences if caught
Producing or trafficking isolated mescaline is a List I offence; the intact peyote cactus is not named in the Opium Act lists, leaving the living plant outside the hard-drug prohibition.
If prescribed or medical
Mescaline is a List I hard drug with no ordinary medical use; peyote is not a prescribable product.
Documentation
Opiumwet Lijst I lists "mescaline (3,4,5-trimethoxyfenethylamine)"; the lists contain no botanical entry for peyote, Lophophora or mescaline-containing plants.
