Is Nitrous Oxide legal in Armenia?

Not listed in the Armenian annex, and that is now a measured absence rather than the unmeasured one the applied cell described. The հավելված to Government Decision N 1129-Ն of 21 August 2003 was searched in Armenian script across all four ցուցակներ for ազոտ, ազոտի, ենթօքսիդ, օքսիդ, դինիտրոգեն and ծիծաղաբեր gas, and for the registry number, and no line answers to any of them. The applied cell said its record established nothing because every logged term was Latin and the list is Armenian, and that objection is answered here by searching in the script. The conflict it recorded is also settled. The applied cell said the amyl nitrite row of the same dossier cites a nitrous oxide entry as a near entry it inspected in the annex. The annex does carry nitrite lines, printing «Isobutyl nitrite (Իզոբութիլ նիտրիտ)», «2-Մեթիլպրոպիլնիտրիտ» and «ամիլնիտրիտ» consecutively in Ցուցակ N 1, and those are nitrites. There is no nitrous oxide line beside them, so the near entry was misread and the two rows do not in fact disagree. The regime that reaches this gas is medicines, food additive and product safety legislation according to intended use, and the dossier names no provision inside that regime. Consequences if caught
Capital exposure: none. Armenia has abolished the death penalty and Article 393 of the Criminal Code of the Republic of Armenia provides no life sentence for a drug offence, so the real exposure is a term of years. The 12 year ceiling under Article 393(3) is not engaged, and the applied cell made that conditional on an absence it could not establish. The absence is established now, by an Armenian script search of all four ցուցակներ, so the narcotics scale does not engage on this row rather than merely probably not engaging. Whatever control exists sits in medicines, food additive and product safety legislation according to intended use and carries that regime's own penalties, which this pass did not read. Which of the three regimes applies turns on intended use, so a catering cartridge and a medical cylinder are not necessarily in the same place.
If prescribed or medical
Armenia states no lawful personal use allowance for a scheduled substance, and Article 393(4) to (6) measures its significant, large and especially large bands from the minimum small amount figure the Government sets, which is a criminal threshold and never a traveller quota. A scheduled medicine must in addition satisfy the law on medicines, «Դեղերի մասին» Հայաստանի Հանրապետության օրենք, together with the prescription, packaging, import and customs rules that law carries. That is the country rule, and the placement it attaches to for nitrous oxide is no accepted narcotics annex entry on the logged search, with the substance governed instead through medicines, food-additive and product-safety legislation according to intended use, and no provision within that regime named. The dossier read for Armenia states no separate traveller allowance, no personal import quota and no per substance medical route, so none is stated here and anything beyond the country rule is left to the Armenian Ministry of Health. The enquiry must state the intended use before it can be answered at all, because the regime named for this row is selected by intended use and by nothing else.
Documentation
Carry the ordinary paperwork for the product rather than a narcotics permit, which means the prescription and the dispensing packaging if nitrous oxide reaches you as a medicine and the retail packaging otherwise, and confirm the position with the Armenian Ministry of Health before travelling. The paperwork has to establish the intended use, because that is what selects the regime for this row. The narcotics half of the applied cell is no longer open: the annex was read in its own script and carries no line for this gas, with the horizon of that reading stated in the source line, and the annex can be amended so the question should be put again before travel.
