Is Nitrous Oxide legal in Belarus?
- Legal status
- Not listed in the Belarusian narcotics annex, and the contradiction the applied cell left open is now settled against the entry. The республиканский перечень annexed to Постановление Министерства здравоохранения № 19 от 11 февраля 2015 г. was searched in its own Cyrillic script for закись азота, оксид азота, динитроген, оксид диазота, азот, веселящий and the registry number, across all five lists and across the two amending postanovleniya read with it, and no entry answers to any of them. The applied cell set this absence against another record claiming that the alkyl nitrite row names a nitrous oxide entry as a near entry, and said the source did not settle it. It is settled now: the annex has no nitrous oxide row, and what the nitrite rows of this annex name are nitrites. The regime that reaches the gas instead is medicines, food additive and product safety legislation according to intended use, so a medicinal cylinder, a food additive and a general product each sit under a different rule, and this source names no individual instrument inside that regime. Read on 21 September 2026.
- Consequences if caught
- Capital exposure: none. Belarus retains capital punishment in its general criminal law, and that is a separate question from what a drug offence carries. Criminal Code Article 328 provides neither the death penalty nor life imprisonment, so a term of years is the whole of the drug scale. The figure is disputed inside this set, this repair reading Article 328(5) as a twenty year ceiling where the cell it replaced read twelve to twenty five years, and nothing read here settles that, so treat both the article range and the figure as open. None of it engages on this row, because the scale attaches to a substance the annex lists and no entry in any of the five lists answers to this gas. The applied cell called the narcotics answer provisional because of the alkyl nitrite conflict; that conflict has now been tested against the annex and the absence holds, so the answer is not provisional on that ground. What applies instead are the offence and penalty provisions of the separate regime, and this source carries no figure for them.
- If prescribed or medical
- The traveller rule is stated at country level and it is the same for every substance in this set: Belarus provides no lawful personal use allowance for a scheduled drug and no traveller exemption, and a scheduled medicine has to satisfy Закон Республики Беларусь «О лекарственных средствах» as well as the narcotics annexes. This row's placement is outside those annexes and inside medicines, food-additive and product-safety legislation according to intended use, record BEL-70, so what a traveller has to satisfy is that regime's own requirements, nitrous oxide use-category controls. The source states no medical route specific to nitrous oxide and none is supplied here. The placement depends on intended use, so there is no single placement to attach, and the dispute in this set about whether the annexes name it at all means the narcotics half of that answer is not settled.
- Documentation
- Carry the paperwork the medicines, food additive and product safety route requires rather than narcotics paperwork, in the original packaging, and be able to show what the product is and on what basis you hold it. Carry the paperwork that matches the use, medicinal, food or general product, because the regime is selected by intended use and by nothing else. The warning in the applied cell that the narcotics half of this row is contradicted elsewhere in the set is withdrawn. A later amendment can add an entry that moves this substance onto the annexes, and the amendments actually read are named in the source line, so recheck before travel.
- Belarus, nitrous oxide, no entry in any of списки 1 to 5 of the республиканский перечень
- Cyrillic forms searched in the annex's own script: закись азота, закись, оксид азота, оксид диазота, динитроген, азот, веселящий, and the registry number
- the alkyl nitrite near entry recorded by the applied cell is not a nitrous oxide entry, so the conflict recorded there is resolved in favour of the absence
- separate regime, medicines, food additive and product safety legislation according to intended use, with no individual instrument named by this source

- Horizon limit: pravo.by and etalonline.by return a regional block to this client, so the consolidated text could not be opened. What was read is the 2015 base text as officially published plus the two amending postanovleniya this record names. Amendments made between 2015 and 2025 were not read, and the 2026 amendment shows the synthetic cannabinoid group has grown a subgroup 1.2.ПК2 that the base text does not carry, so the intervening amendments are real and unread
- Criminal Code Article 328 supplies the offence and the ceiling, Article 328(5), and does not engage on this row
