Is Methamphetamine legal in Norway?

Legal status

Prohibited — Methamphetamine is a controlled substance in Norway under Straffeloven (Penal Code 2005) sections 231 and 232; legemiddelloven sections 24 and 31. Norway is a party to the 1971 Convention on Psychotropic Substances (Schedule II) and the national schedules give effect to that listing.

Consequences if caught

Straffeloven section 231: unlawful manufacture, import, export, acquisition, storage, dispatch or transfer of a substance classified as narcotic under legemiddelloven section 22 is punishable by a fine or up to 2 years; negligent commission up to 1 year. Section 232 (aggravated): up to 10 years; where very substantial quantities are involved, 3 to 15 years, and in particularly grave circumstances up to 21 years. Use and possession for personal use fall under legemiddelloven sections 24 and 31: a fine or up to 6 months. NOTE: Lov 2025-06-20-83, which would move smaller personal-use quantities to the legemiddelloven regime, states that it enters into force on a date the King determines and is NOT yet in force.

If prescribed or medical

Narcotic medicines are dispensed under legemiddelloven; a prohibited street drug has no prescribable form in Norway.

Documentation

Carry prescribed medicines in original packaging with the prescription; a Schengen art. 75 certificate is required for controlled medicines.
