- Controlled — NAMED. Mephedrone is individually scheduled as a Schedule 3 (第三級) controlled drug under the Narcotics Hazard Prevention Act / Controlled Drugs Act. It sits BELOW the capital tier: death/life applies only to manufacture/trafficking of Schedule 1 (第一級) drugs — no capital exposure for a Schedule 3 substance.
