Controlled — cathinone/cathine are scheduled as a 1971-party obligation, though khat has no local tradition and the leaf is effectively unregulated in practice. Mechanism: class (alkaloid). The death penalty is on the books but under a de facto moratorium since 2003 and is not applied to a drug leaf — no realistic capital exposure.

Khat is essentially absent from Cuba; the alkaloids are formally controlled, with no practical enforcement context for the leaf and no capital exposure.
