- Zero-tolerance regime: under Criminal Law Article 347, smuggling, selling, transporting, or manufacturing drugs is punished regardless of quantity. Importing narcotics/psychotropics requires an Import/Export License from the State Council's drug regulatory department. Heroin is among the drugs prohibited from entering the country.
