Is Gabapentin legal in Qatar?

Legal status

Gabapentin is a scheduled psychoactive medicine in Qatar under Law No. 19 of 1993, and not a narcotic or dangerous psychotropic substance under Law No. 9 of 1987. The placement is Schedule 2 of that Law, by article 1 read with Ministerial Decision 16/2019. Gabapentin is verified in Law 19's Schedule 2 rather than in Law 9's narcotics schedules, so a controlled-medicine label has not been substituted for a Law 9 placement. The distinction is the whole of the answer: an English summary that treats a Qatari medicines control as a narcotics placement overstates the exposure by a very wide margin.

Consequences if caught

The ceiling is three years, not life and not death. Law No. 19 of 1993 is a separate and much lower regime for scheduled psychoactive medicines. Its article 15 provides at most three years and a fine, or either alone, for a breach of article 3, and doubles that on recidivism. It carries no capital or life term and states no quantity threshold, so the capital and life provisions of Law 9 are not engaged.

If prescribed or medical

There is a lawful prescription route, and it is the ordinary controlled-medicines route rather than a narcotics licence. Law 19 article 3 is the provision that a supply outside the authorised channel breaches, and article 15 is what punishes it. Dispensing and import for personal treatment run through the Ministry of Public Health.

Documentation

Carry the prescription and the medicine in its original dispensing packaging, and carry a doctor's letter naming the patient, the active ingredient and the treatment period. That is enough here precisely because the substance sits under Law 19 rather than Law 9. The Schedule 2 placement was read on 18 September 2026.
