Is Ephedrine legal in Jordan?

Legal status

Ephedrine is a chemical precursor under Law No. 23 of 2016 and not a narcotic drug or a psychotropic substance, and the distinction changes which penalty article applies, so it is not cosmetic. Article 2 defines the class as «السلائف الكيميائية: كل مادة كيميائية يمكن أن ينتج منها أو تدخل في صناعة أو تساعد على إنتاج المواد المخدرة أو المؤثرات العقلية والمدرجة في الجدولين رقم (11) و(12) الملحقين بهذا القانون.», chemical precursors being chemicals capable of producing, entering into the manufacture of, or assisting the production of narcotic drugs or psychotropic substances, and listed in Schedules 11 and 12 attached to this Law. The placement is Schedule 11, printed «الجدول رقم (11): إيفيدرين», and the penalty articles that follow from it are 17 and 37. Ephedrine is expressly listed, so the classification rests on its own entry rather than on its relationship to methamphetamine, which is separately and expressly in Schedule 6. Schedules are not frozen in the enacted text. Article 37 provides «لمجلس الوزراء بناء على تنسيب الوزير إجراء تعديل على أي من الجداول الملحقة بهذا القانون بحذف أي مادة منه أو إضافة أي مادة أخرى اليه أو تعديل النسب أو المواصفات أو الشروط الخاصة والمتعلقة بأي منها على ان يتم نشر ذلك في الجريدة الرسمية.», so the Council of Ministers, on the Minister of Health's recommendation, may amend any attached schedule by deletion, addition or a change to the stated percentages, specifications or conditions, provided the amendment is published in the Official Gazette.

Consequences if caught

Capital exposure: none. The article written for a Schedule 11 or 12 chemical precursor is article 17 of Law No. 23 of 2016, and article 17 contains no life penalty and no death penalty. For the specified acts done with intent to use the precursor in manufacturing or producing a narcotic drug or a psychotropic substance, it imposes temporary hard labour of not less than fifteen years together with a fine of between ten thousand and thirty thousand Jordanian dinars. That is a severe sentence and it is not a capital one. There is no weight threshold in article 17 either, so quantity does not move the exposure up or down. Intent to use the substance in manufacture is an element of the offence rather than an aggravating feature of it, which means the article is directed at the person supplying a laboratory and not at the person holding a decongestant. Article 37 of the Law, which provides for treatment of an addict, is the other provision the dossier attaches to this row. The exposure described here is the precursor exposure, which is the classification ephedrine actually carries.

If prescribed or medical

Ephedrine is controlled as a chemical precursor, and the article written for it turns on intent to use the substance in manufacturing or producing a narcotic drug or a psychotropic substance. Holding or using a medicine or a preparation containing it without that intent is outside the article 17 offence as the article defines it. What Law No. 23 of 2016 fixes is the control status, and what it does not fix is the prescribing and dispensing conditions: a pharmacy sale limit, a pack size restriction or a prescription requirement for an ephedrine preparation would sit in Jordan's medicines and pharmacy regimes, which were not audited for this table, so a route there is treated as unread rather than as absent.

Documentation

Carry the prescription and the original dispensing packaging if ephedrine was dispensed to you, keep the quantity to what the prescription covers, and get the Jordan Food and Drug Administration's position in writing before you fly rather than at the airport. No traveller permit scheme, declaration form or carriage allowance appears anywhere in the text of Law No. 23 of 2016 as read for this row, and an absence in what was read is not proof that no scheme exists; Jordan does furnish the International Narcotics Control Board a traveller regulation sheet, so the regulator rather than this page is where a specific case is settled. Bulk quantities of a precursor are a different matter from a personal supply, and they are what article 17 is written about. The Schedule 11 placement was read on 17 September 2026.
