Is Codeine legal in Nigeria?

Confirmed against a primary sourceVerified July 13, 2026
Legal status
Codeine is a controlled narcotic under the NDLEA Act (Cap. N30), tightened after the 2018 crackdown on codeine cough syrup; it is non-capital. The NDLEA Act penalty for trafficking is life imprisonment, not death (a 2024 death-penalty bill was not enacted).
Consequences if caught
Trafficking draws fixed terms up to life; unauthorised possession is penalised - codeine is not death-eligible.
If prescribed or medical
Dispensed as a controlled prescription medicine (codeine cough syrup has been tightly restricted since 2018).
Documentation
NAFDAC import authorisation is required for controlled narcotics - carry a prescription.
