Is Codeine legal in Cuba?

- Codeine is a controlled substance under Cuba's Penal Code (Law 151/2022) and Ministry of Public Health rules; it is non-capital in practice. Aggravated drug trafficking permits the death penalty on paper (Art. 235.2), but a de facto moratorium (last execution 2003) means no drug executions, and codeine is not death-eligible in practice.

- Aggravated trafficking carries capital exposure on paper (commuted under the moratorium); possession and ordinary trafficking draw imprisonment - codeine is non-capital in practice.
- If prescribed or medical
- Dispensed as a controlled prescription medicine.
- Documentation
- MINSAP import authorisation is required for controlled narcotics - carry a prescription and original packaging.
