Legal status
CBD (cannabidiol) is controlled as cannabis under the Law on Combating Narcotic Drugs (Royal Decree No. 17/99, as amended by RD 24/2023) — any cannabis-derived product, including zero-THC CBD, is illegal, with no hemp/CBD carve-out or threshold.
Consequences if caught
Customs confiscate CBD and prosecute identically to marijuana cases, and enforcement is hardline with no traveller leniency comparable to the UAE; capital exposure for aggravated trafficking leaves CBD-specific capital exposure to confirmation.
If prescribed or medical
There is no CBD route; the MOH permits legitimate prescription medicines for travel via permits, but not CBD.
