The terms taken to the annexes of Постановление Министерства здравоохранения № 19 от 11 февраля 2015 г., республиканский перечень were "CBD", "kanabidiol", run across every list heading, the salts and isomers language and the named plants at № 19/2015 with the official 2025 and 10 March 2026 amendments, and no exact printed entry and no proved bounded class match was established. The near comparison is «КАННАБИС, растение», the same plant entry the cannabinol row was measured against, and it is declined for the same reason. The annexes print a tetrahydrocannabinol heading and two named cannabinoid analogues, so a cannabidiol row would have been recognisable if it were there, and the record is that it was not found. The negative is recorded as a version specific absence at BEL-28. It reports what the official text did not settle and it does not state that CBD is lawful in Belarus. One limit belongs on the face of this cell rather than in a footnote. Cannabis is controlled in Belarus, and the annex reaches it through four separate printed rows rather than through one. The республиканский перечень annexed to Постановление Министерства здравоохранения № 19 от 11 февраля 2015 г. prints, in Список 5, headed «опасных наркотических средств, не используемых в медицинских целях», the entries 5.1 «Гашиш», 5.4 «Марихуана» and 5.5 «Масло каннабиса (гашишное масло)», each defined against the parts or products of «растений рода Cannabis» containing any isomer of tetrahydrocannabinol, and separately prints 1.2.9 «Тетрагидроканнабинол» in Список 1. The applied cell quoted «КАННАБИС, растение» at a registry number. That string is not printed in this annex, and the annex prints no registry numbers at all: its two columns are the international non-proprietary or other non-scientific name and the chemical structure or short description. Where the applied cell said a plant entry catches plant material and says nothing about an isolated constituent, the annex is more specific than that. Марихуана is defined by exclusion, reaching any part of the plant whole or comminuted, dried or undried, other than whole seeds unaccompanied by other plant parts, and other than the root system. The annexes to Постановление Министерства здравоохранения № 19 от 11 февраля 2015 г. республиканский перечень print the entry «ТЕТРАГИДРОКАННАБИНОЛ» in Cyrillic script, and registry number 5957-75-5 is what fixes which molecule that entry catches. The entry printed is the generic Cyrillic name for tetrahydrocannabinol, but the registry number recorded against it is 5957-75-5, which is the delta-8 isomer specifically. A generic heading pinned to one isomer's registry number is worth stating plainly, because it is the generic heading that does the legal work and the number that does the identifying. The terms taken to the annexes were "delta-8-THC", "tetrahidrokanabinol", and the row accepted was the printed entry itself rather than the paragraph that establishes the list, because the schedule owns the substance entries and the offence article does not. The annex prints the Russian chemical name with the Latin code bracketed inside the entry, so both spellings reach the row. The hydrogenated cannabinoid is listed in its own right rather than being read into the generic tetrahydrocannabinol heading. The applicability answer holds for Belarus and the reasoning under it is corrected, because the annex does print this family under its own name. The республиканский перечень annexed to Постановление Министерства здравоохранения № 19 от 11 февраля 2015 г. carries, inside Список 1, a group heading at 1.2.ПК reading «Синтетические каннабиноиды», with structurally defined subgroups under it, the first of which gathers the 3-carbonylindoles and states a base structure for them. The applied cell said there is no printed entry a label of this kind can be matched to and that the list names members rather than families. The heading and the stated base structure are both against that. The applied cell also reported that a search under one named compound found nothing: «JWH-018» is printed at serial 1.2.ПК1.22 against the chemical description (нафталин-1-ил)(1-пентил-1H-индол-3-ил)метанон, between 1.2.ПК1.21 EAM-2201 and 1.2.ПК1.23 JWH-019. What survives is the operative point and it is narrow: the group heading organises an enumeration, the rows under it are individually numbered compounds, and a compound made after the last amendment has no row. The amendment of 10 March 2026 read here adds further rows to subgroup 1.2.ПК2, which is how that enumeration keeps pace. An identified molecule is still required before a row can be matched.
