Is Caffeine legal in Saudi Arabia?

Caffeine is not a controlled substance in Saudi Arabia. The schedules attached to the Law of Combating Narcotics and Psychotropic Substances, Royal Decree M/39 of 1426 AH, in the version issued on 4 September 2026, were searched and the record reads «بحث الجداول عن كافيين: لا يوجد قيد مطابق في الجداول من الأول إلى الرابع.», the schedule search for caffeine, there is no matching entry in the schedules from the first to the fourth. Caffeine is governed instead through the SFDA's food and medicines regime, which is where limits on energy drinks, caffeinated products and caffeine containing medicines sit. Coffee is a national institution in the Kingdom and nothing in the narcotics law touches it. The distinction this row records is that a substance can be regulated without being scheduled, and that the instrument doing the regulating determines what the penalties are.

Consequences if caught

Capital exposure: none. Caffeine is not in the narcotics schedules, so Article 37 does not reach it, its capital route is not engaged and no drug quantity threshold applies, because thresholds belong to a scheduling framework this substance is outside. There is no offence of possessing or consuming caffeine in Saudi Arabia. What does exist is product regulation under the SFDA food and medicines rules, which can restrict how a caffeinated product is composed, labelled, marketed or sold, and those rules are regulatory rather than criminal in the sense that the rest of this table is discussing.
