Xylazine in Solomon Islands: not individually verified

Not individually verified

We have not confirmed that Xylazine specifically is scheduled in Solomon Islands, so this page gives no legal status. Publishing a guess here would be worse than publishing nothing. What we do know is the governing national drug law, below.

What is on record
Not confirmed. The Poisons Rules under the Pharmacy and Poisons Act (Cap. 105) in the 1996 Revised Edition print 'Xylazine Hydrochloride' in the Fourth Schedule (printed page 3042, read from the page image), with no exception, and whether those Rules are still in force is not established. Rule 11(1) (printed page 3004) bars retail sale of any 'poison included in the Fourth Schedule' except on a prescription given by a registered medical practitioner, registered dentist or qualified veterinary surgeon. If the Rules are in force, xylazine hydrochloride is a prescription only sale item, but that is not confirmed here. Whether these Rules are still in force is not established: the copy read is the 1996 Revised Edition (margin notes to LN 63 of 1988), the 2024 reprint of the Act keeps the rule making power in section 61 but does not print the Rules, its endnotes record repeals of sections 16 to 26, 28 to 32 and 35 by Act No. 5 of 1997 and amendments in 2009 and 2023, and nothing read states that the Rules were amended or revoked. Only the hydrochloride salt is printed, and 'Xylazine' by itself is not printed; whether the base is reached is not stated in the pages read. The instruments do not say what the substance is used for. Xylazine is not named in either proclamation list read, is not in the Poisons List in Schedule B, and is not in the 2025 Rules. This is a sale restriction under the pharmacy law. It is not shown to be drug control under the Dangerous Drugs Act: because that control is delegated and later proclamations were not all read, absence from the lists read is not a finding that it is outside that Act. A Dangerous Drugs (Amendment) Bill 2025 is reported as before Parliament; it was not read, and a Bill is not law. The list that carries this entry can move and the text read may be out of date: under section 52(3) and (4) of the Pharmacy and Poisons Act the Minister may by order add an article to the Poisons List, and the reprint read is as in force at 5 February 2024, incorporating amendments only up to the Legislation Amendment, Repeal and Validation Act 2023 (No. 17 of 2023); this text does not rule out a later order or amendment. The Dangerous Drugs Act lists can move as well: under section 13(2) the Minister may by proclamation apply Part III to any other drug, the reprint read is as in force at 1 October 2009, incorporating amendments only up to Act No. 14 of 2009; this text does not rule out a later proclamation or amendment.
