Synthetic Cannabinoids (K2 / Spice) in Timor-Leste: not individually verified

Not individually verified

We have not confirmed that Synthetic Cannabinoids (K2 / Spice) specifically is scheduled in Timor-Leste, so this page gives no legal status. Publishing a guess here would be worse than publishing nothing. What we do know is the governing national drug law, below.

What is on record
Not confirmed. This is a class slug, not one compound, and one member's listing cannot answer for the class. The only synthetic-cannabinoid-type entries anywhere in Lei n.º 2/2017's Anexo II are Tabela II-A items 11 and 28: "DMHP - 3-(1,2-dimetil-heptil)-1-hiroxi-7,8,9,10-tetraidro-6,6,9-trimetil-6H-dibenzo-(b,d) pirano" and "Para-hexilo - 3-hexilo-1-hidroxi-7,8,9,10-tetraidro-6,6,9-trimetil-6H-dibenzo (b,d) pirano". Both are early-generation, pre-2017, dibenzopyran-type synthetic cannabinoids structurally unlike the indole, indazole and other scaffold JWH, 5F and ADB-type compounds sold as synthetic cannabinoid products today; neither this table nor any other table names a modern synthetic cannabinoid by that structure. Table II-A's closing clause reaches isomers and salts of its own listed entries, which would extend only to isomers of DMHP and Para-hexilo themselves, not to a structurally different modern synthetic cannabinoid. Article 5(2)(d), the hallucinogen criterion ("qualquer substância natural ou sintética que possa provocar alucinações ou distorções sensoriais graves"), is drafting criteria describing how Table II-A was compiled, not an operative clause that independently controls a substance never printed in the table; treating it as a live, self-executing catch-all is not supported by the article's own heading, "Critérios específicos para a elaboração das tabelas" (specific criteria for the preparation of the tables), and the operative control provisions, articles 2(d) and 3(1), key to table membership rather than to the criteria. The class as a live street-market phenomenon is essentially unaddressed by name in this instrument on the schedule as printed, and that absence is not treated here as a settled negative answer, because Lei n.º 2/2017 does not close itself: article 3(3) allows the tables to be altered by law or updated in line with changes to the international Conventions, and whether that updating clause self-executes without a further legislative act is not resolved on the text read.
