Is Phenibut legal in Lithuania?

Legal status

Phenibut (fenibutas; 4-amino-3-phenylbutanoic acid) is a controlled substance in Lithuania. It was added to the lists of narcotic and psychotropic substances subject to control that are approved by the Order of the Minister of Health of the Republic of Lithuania (the schedules established under the Law on the Control of Narcotic and Psychotropic Substances), bringing it under the controlled-substances regime rather than allowing free sale as a supplement.

Consequences if caught

Because phenibut is a scheduled controlled substance, unauthorised handling — production, supply, trafficking or unlicensed distribution — is dealt with under Lithuania's controlled-substances offence framework; there is no lawful over-the-counter or supplement channel for it.

If prescribed or medical

Phenibut is not an authorised medicinal product in Lithuania and has no ordinary prescription status; its inclusion in the ministerial narcotic/psychotropic control lists means access is restricted to any narrowly authorised scientific or medical purposes.
