Record UKR-70 reports that Постанова № 770, таблиці I to IV, consolidated text read on 20 September 2026, was searched and no narcotics or psychotropic heading was accepted, and that the applicable controls are the medicines, food additive and product safety rules according to the intended use of the gas. Record UKR-19 of the same source, on the alkyl nitrites, names this substance as a printed near entry in that same list. One record says it is not in the list, the other treats it as printed. The source does not settle it, and this cell states both rather than choosing. The conflict has a likely cause. The narcotics check for this row logs "dušikov oksid" and the formula, the first plainly a South Slavic transliteration and both Latin, run against an annex recorded as printed in Cyrillic. A search of that kind could not have matched a Cyrillic heading, which is exactly how this row could record an absence while another row of the same source names the substance as printed. The absence half is unmeasured.Not listed in Ukraine's narcotics annex, and the contradiction the applied cell left open is now settled against the entry. The перелік approved by Постанова Кабінету Міністрів України № 770, in the redaction of 13 September 2025, was searched in its own Cyrillic script for азоту закис, закис азоту, оксид азоту, динітроген, азот and the registry number, and no row of any of the four tables answers to any of them. The applied cell set a record saying the gas is outside the list against another record saying the alkyl nitrite row names it as a printed near entry. That second record cannot be right, because this annex prints no alkyl nitrite either: амілнітрит, ізобутилнітрит and every related form return nothing across all four tables. So the absence stands and the near entry claim falls.
