Is Nitrous Oxide legal in Saudi Arabia?

Not established under the narcotics law, and the search that failed is recorded rather than summarised. The schedules attached to the Law of Combating Narcotics and Psychotropic Substances, Royal Decree M/39 of 1426 AH, in the version issued on 4 September 2026, were searched from Schedule I to Schedule IV for nitrous oxide and no matching entry was verified. The search record reads «سجل البحث الخاص بـ nitrous-oxide: فُحصت الجداول من الأول إلى الرابع ولم يُتحقق من قيد مطابق.», the item specific search record for nitrous oxide, the schedules from the first to the fourth were examined and no matching entry was verified. What was searched: “nitrous oxide”, “N2O”, «أكسيد النيتروز»; no exact narcotic, psychotropic, precursor or Schedule IV entry was recovered. Nitrous oxide is a medical gas, a food additive and an industrial product as well as an inhalant, and it is regulated as those things by the SFDA and by gas and chemical controls; a finding that it is not in the narcotics schedules is not a finding that it is unregulated, and this row speaks only to M/39.

Consequences if caught

Capital exposure: none. Article 37(I) is the capital route in M/39, it carries no quantity threshold of any kind, and its death sentence is reducible by the court under Article 37(II) to a prison term of not less than fifteen years with the stated lashes and fine. None of that is assigned to this row, because no exact narcotic, psychotropic, precursor or prohibited plant entry was verified for nitrous oxide, and no weight can cure an identity gap. What this row does not establish is the separate question of how a canister or a cylinder is treated at import and in trade under the SFDA's medicines and food rules and the gas and chemical controls, which are different instruments with their own penalties and are not answered here.

Medical nitrous oxide is supplied to clinical settings rather than dispensed to patients, so the traveller question rarely arises in a prescription form; where a patient holds a medical gas for home use, the position should be established with the SFDA in advance rather than assumed from this row.

No narcotics clearance was established as necessary for nitrous oxide, and that is not permission to carry canisters. Importing pressurised gas is a customs and dangerous goods question before it is a drugs question, and an airline will treat a cylinder on its own terms. For any controlled medicine, apply through the SFDA Controlled Drugs System before travelling, carry the clearance and not the prescription alone, and declare it at customs; advance electronic clearance has been required since 1 November 2025.
