Is Nicotine legal in Cambodia?

Legal status
Nicotine is legal in Cambodia in combustible tobacco and in nicotine-replacement therapy, but the nicotine DELIVERY product is banned. National Authority for Combating Drugs (NACD) circular No. 001/14 (2014) ordered authorities to cease the import, sale and use of e-cigarettes and shisha, and the ban has been reinforced by subsequent directives; it remains in force.
Consequences if caught
Import, sale and use of e-cigarettes are prohibited and products are subject to confiscation; enforcement authorities are directed to terminate all sales and imports. Nicotine in combustible tobacco is unaffected.
If prescribed or medical
Nicotine-replacement therapy is available as a medicine; there is no lawful medical or prescription route to a vape.
Documentation
No permit is issued for e-cigarettes — they are prohibited goods.
