Not individually verified

We have not confirmed that MDA specifically is scheduled in Dominica, so this page gives no legal status. Publishing a guess here would be worse than publishing nothing. What we do know is the governing national drug law, below.

What is on record
Not confirmed. No entry for MDA was found in Part I, Part II or Part III of the Third Schedule to the Drugs (Prevention of Misuse) Act, Chapter 40:07, on a reading of the three complete printed lists as page images at the revision note «L.R.O. 1/1991» printed in the footer of those pages. The methylenedioxy count in Parts I to III is zero: no entry anywhere in the three lists carries that ring system. The nearest printed entries are the Class B «Amphetamine» and the single Class A phenethylamine «2,5-Dimethozy-x4-dimethylphenethylamine», and MDA is a ring substituted amphetamine that is neither of them, nor a stereoisomer, ester or salt of either. The absence is bounded by that revision and by nothing further: section 4(3) lets the Minister amend Parts I to III by Order after consulting the Advisory Council, Orders of that kind are published separately, and this consolidation reproduces none made after the note its Schedule pages carry. So about thirty five years of possible additions sit outside what was read, and that gap is why this row is left open here rather than published as a finding that the substance is uncontrolled in Dominica. Read on 3 October 2026 and not noted on this row before: the Drugs (Prevention of Misuse) Regulations printed in this Chapter carry, in paragraph 1(c) of their Fourth Schedule on printed page 60, a generic clause reaching any compound, other than methoxyphenamine or a named entry, «structurally derived from phenethylamine, an N-alkyphenathylamine, a-methylphenethylamine, an N-alkylphenethylamine, x-ethylphenethylamine, or an N-alkyl-x-ethylphenethylamine by substitution in the ring to any extent with alkyl, alkoxy, alkylenenedioxy or halide substituents, whether or not further substituted in the ring by one or more other univalent substituents». MDA, 3,4-methylenedioxyamphetamine, is a-methylphenethylamine carrying a methylenedioxy group, which is an alkylenedioxy substituent, in the ring, and «a-methylphenethylamine» is one of the printed parents, so it falls within those words. That does not make it a controlled drug. Section 4(1)(a) of the Act defines a controlled drug by Parts I to III of the Act's own Third Schedule, which prints no generic clause of this kind, and the four Schedules to the Regulations sort drugs for the purposes the Regulations name, the Fourth Schedule for regulations 17, 18 and 21 on registers and destruction; they do not add to the list. The same Fourth Schedule names «4-Bromo-2,5-dimethoxy-x-methylphenthylamine», which the Act's Part I does not print, so the Regulations name compounds the printed Act does not; whether that is because the Act was amended or because the Regulations follow a model text never matched to the Act is not shown by either. That mismatch is a further reason to ask whether the Third Schedule was amended in a way this consolidation does not show, and it is why this row stays open rather than being published either way. Where earlier sentences in this cell say the Schedule carries no generic clause, they speak of the Act's Third Schedule and remain accurate.
