LSA (Morning Glory) in Ghana: not individually verified

Also known as: hawaiian baby woodrose

Not individually verified

We have not confirmed that LSA (Morning Glory) specifically is scheduled in Ghana, so this page gives no legal status. Publishing a guess here would be worse than publishing nothing. What we do know is the governing national drug law, below.

What is on record
Not confirmed. LSA, lysergic acid amide or ergine, is not named in the Narcotics Control Commission Act 2020 (Act 1019). The search, in English, for LSA, ergine, lysergamide, morning glory and Argyreia returned no entry; the nearest text read was Seventh Schedule Part 2 item 4, «Lysergic acid diethylamide (LSD)», which LSA is not and is not an isomer of, and Eighth Schedule Part 1 item 8, «Lysergic acid (9,10-didehydro-6-methylergoline-8-carboxylic acid) and its salts», a Class A precursor of which LSA is the amide and not a salt, a chemical fact from outside the text. The seeds that carry LSA come from morning glory and Hawaiian baby woodrose. Act 1019 defines «"narcotic plant" means vegetation that has psychotropic qualities», and sections 39 to 42 attach cultivation, import, possession and business offences to a narcotic plant with no list behind the definition. Read literally that phrase would also take in coffee and tobacco, and no instrument or decision applying it to those plants was found, so whether those plants is a narcotic plant is not settled. It is not on the Green List 2024. This is stated as the Schedules stand after the Narcotics Control Commission (Amendment) Act, 2023 (Act 1100), which the judy.legal consolidation records as the Act's only amendment and whose Bill substitutes section 43 alone; the enacted text of Act 1100 was not itself read. The power to move the lists is in section 112: its subsection (1) gave a power to revise the Sixth, Seventh and Eighth Schedules within twelve months of commencement, and its subsection (2)(b) gives a continuing power to make Regulations specifying «the classification of drugs and the appropriate penalties». The only Regulations found under the Act, L.I. 2475 of 2023 on cannabis cultivation, revise no Schedule on their table of contents, and this does not rule out a later instrument that was not found.
