LSA (Morning Glory) in Egypt: not individually verified

Also known as: hawaiian baby woodrose

Not individually verified

We have not confirmed that LSA (Morning Glory) specifically is scheduled in Egypt, so this page gives no legal status. Publishing a guess here would be worse than publishing nothing. What we do know is the governing national drug law, below.

What is on record
Not confirmed. LSA, ergine or lysergic acid amide, is not printed in any of the six tables of Decision 44 or in Decision 242 as at 3 October 2026, on the page images read entry by entry, and the seeds that contain it, of morning glory and Hawaiian baby woodrose, are not in Table 5. It is the amide of «Lysergic acid», Table 3 Section 3 item 27 (PDF page 25, gazette page 26), whose heading reaches salts, esters and ethers but not amides, and it is not an isomer of «(+)-Lysergide», Table 1 Section 2 item 71. The nearest printed lysergic acid amide is ergometrine, Table 3 Section 3 item 21, which is a different substance. The word «نظائرها» appears in the headings of Table 1 Sections 1(a) and 2 and of Table 3 Sections 3 and 4, listed apart from «أيسومراتها», isomers, so it is not the isomer clause. If it means analogues it may reach this substance; if it means isotopes, or is a second word for isomers, it does not. Neither Decision 44, Decision 242 nor Article 1 bis added by Law 134/2019 defines it. Against the analogue reading, the tables print close analogues separately, «2-Fluorodeschloroketamine» beside «Ketamine» and «3- Methoxyphencyclidine» in Table 1 although «Phencyclidine» is in Table 3, which would be needless if analogues were already reached. This batch applies one rule throughout: a printed placement governs, and the undefined heading word «نظائرها» decides a row only where nothing in the tables places it. Article 1 bis also provides «ويصدر بتحديد ضوابط ومعايير هذه المواد قرار من الوزير المختص», a ministerial decision setting criteria for the synthetic substances; no such decision appears in the Egyptian Drug Authority laws index read on 3 October 2026. The answer turns on that one word, and it is left open rather than guessed. The earlier citation of the Anti-Narcotics Law No. 182/1960 without a table is superseded, because Decision 44 replaced every table. This is the position under Ministry of Health and Population Decision 44 of 2026, which replaced every table annexed to Law 182/1960, published in Al-Waqa'i' al-Misriya issue 39 (continued, c) on 17 February 2026 and in force from publication, as amended by Decision 242 of 2026, in Al-Waqa'i' al-Misriya issue 179 of 17 August 2026 and in force the next day, replaced item 12 of Table 1 Section 1(b), the phenethylamine group, and added items 57 to 61 to Table 3 Section 3, four alkyl nitrites and «Cannabidiol (CBD)». Decision 44's preamble cites the Supreme Constitutional Court's judgment of 16 February 2026 in case 33 of judicial year 47, read on the court's own server on 3 October 2026, which held «بعدم دستورية قرار رئيس هيئة الدواء المصرية رقم 600 لسنة 2023 باستبدال الجداول الملحقة بقرار رئيس الجمهورية بالقانون رقم 182 لسنة 1960 في شأن مكافحة المخدرات وتنظيم استعمالها والاتجار فيها», striking Egyptian Drug Authority chairman's Decision 600 of 2023, and «بسقوط قرارات رئيس هيئة الدواء المصرية السابقة واللاحقة على القرار المقضي بعدم دستوريته، الصادرة في شأن تعديل الجداول الملحقة بقرار رئيس الجمهورية بالقانون المشار إليه», so that every earlier and later decision of the Authority's chairman amending the tables fell with it. Decision 44 and Decision 242 are decisions of the Minister of Health and Population, as their own first pages state, not of the Authority's chairman, so the judgment does not reach them. Every page of both instruments has now been viewed, including Decision 44's preamble and two articles on PDF pages 1 and 2 and Decision 242's preamble on its page 1; none defines «نظائرها». The Egyptian Drug Authority laws index read on 3 October 2026 lists no amendment to the tables later than Decision 242, which does not rule out one made since.
