Phenibut

Legal status: Phenibut (fenibut; 4-amino-3-phenylbutanoic acid) is controlled in Hungary as a scheduled new psychoactive substance. It is listed in EMMI Decree 55/2014 (XII. 30.) on substances or groups of compounds classified as new psychoactive substances (the 'C list'), to which phenibut was added by the amending EMMI Decree 39/2018 (XI. 8.), effective from mid-November 2018. New psychoactive substances so listed are handled under Government Decree 66/2012 (IV. 2.) and carry the controlled-substance regime rather than being freely available as a supplement.
Consequences if caught: As a listed new psychoactive substance, unauthorised trade in and supply of phenibut are treated under Hungary's new-psychoactive-substance offence framework (linked to the Criminal Code / Btk. provisions on new psychoactive substances), with the scheduling under Decree 66/2012 and Decree 55/2014 removing any lawful commercial-supplement channel.
