Is GHB legal in Belarus?
- Legal status
- GHB is controlled in Belarus, and the annex prints the three letter code the applied cell said it does not print. The республиканский перечень annexed to Постановление Министерства здравоохранения № 19 от 11 февраля 2015 г. carries, at serial 3.2 of Список 3, headed «опасных психотропных веществ, разрешенных к контролируемому обороту», the entry «ГОМК и ее соли, в том числе натрия оксибутират, лития оксибутират», against the chemical description 4-гидроксибутановая кислота and гамма-оксимасляная кислота. It sits between 3.1 Апрофен (тарен) and 3.3 Золпидем. Three things in the applied cell are wrong on the face of that row. The printed heading is not «ГАММА-ГИДРОКСИМАСЛЯНАЯ КИСЛОТА», and no registry number is printed anywhere in this annex. The advice that a search for the code alone would not reach the row is exactly backwards, because the Cyrillic code ГОМК is the head of the row. And the row carries its own salts across expressly, naming the sodium and lithium salts, so the acid and its salts are one placement rather than two. The lactone is printed too, at 4.1.8 of Список 4, «Бутиролактон и его изомеры», with a concentration limb of 15 percent and above, so a lactone product has a place of its own. Read on 21 September 2026.
- Consequences if caught
- Capital exposure: none. Belarus retains capital punishment as a country, and that is exactly why this line has to be read carefully rather than skimmed: no drug offence in Criminal Code articles 327 to 328 with a superscript one carries it. The entry relied on for GHB is «ГОМК и ее соли». The ceiling for a drug offence is 25 years. Criminal Code article 328(5) provides a term of twelve to twenty-five years. That is the top of the drug scale and it is not death. A source that reports three quantity bands for Belarus has read another country's structure into it. Resolution No. 606 gives one. The quantity instrument prints this row as «instrument gives no significant band»; «large size: over 50.0 g»; «instrument gives no separate especially-large band». Resolution No. 606 gives a large-size figure and nothing else. Where this row says the instrument gives no significant band or no especially large band, that is the instrument's own silence and not a gap in the reading.
- If prescribed or medical
- The traveller rule is stated at country level and it is the same for every substance in this set: Belarus provides no lawful personal use allowance and no traveller exemption, and a scheduled medicine has to satisfy Закон Республики Беларусь «О лекарственных средствах» as well as the narcotics annexes, meaning prescription, original packaging, and import and customs formalities. The placement for this row is serial 3.2 of Список 3, whose heading says its substances are permitted in controlled circulation, so unlike the cannabis row in this set a medicinal route is not excluded by the list heading itself. The row reaches the acid and its named salts together. A criminal quantity band is not a lawful traveller allowance. The source states no medical route specific to this substance and none is supplied here.
- Documentation
- Carry it only with the Belarusian prescription and dispensing paperwork the medicines law requires, in the original dispensing packaging. Name the substance on any declaration the way the annex names it. The advice in the applied cell to write the acid name out in full because the annex does not print the code is withdrawn: the row is headed «ГОМК и ее соли», so the code is what matches, and the salt forms натрия оксибутират and лития оксибутират are named inside the same row. Do not quote a registry number, because this annex carries none. State whether the product is the acid, a salt or the lactone, because the lactone is a different row in a different list. Read on 21 September 2026.
- Belarus, GHB, printed entry at serial 3.2 of Список 3 of the республиканский перечень, «опасных психотропных веществ, разрешенных к контролируемому обороту», reading «ГОМК и ее соли, в том числе натрия оксибутират, лития оксибутират», between 3.1 Апрофен (тарен) and 3.3 Золпидем
- the lactone printed separately at 4.1.8 of Список 4, «Бутиролактон и его изомеры», with a concentration limb of 15 percent and above
- the annex prints no registry numbers and the applied string «ГАММА-ГИДРОКСИМАСЛЯНАЯ КИСЛОТА» is not printed in it

- Horizon limit: pravo.by and etalonline.by return a regional block to this client, so the consolidated text could not be opened. What was read is the 2015 base text as officially published plus the two amending postanovleniya this record names. Amendments made between 2015 and 2025 were not read, and the 2026 amendment shows the synthetic cannabinoid group has grown a subgroup 1.2.ПК2 that the base text does not carry, so the intervening amendments are real and unread
- Cyrillic forms searched in the annex's own script: ГОМК, оксибутират, оксимасляная, гидроксимасляная, бутиролактон
- Criminal Code Article 328 supplies the offence and the ceiling, Article 328(5), and this correction does not reopen the dispute recorded elsewhere in this set about that figure
