Is GBL legal in Turkey?
- Legal status
- GBL is not confirmed as a controlled substance in Turkey and this row is a deferral rather than a finding. The dossier searched the Turkish terms «gama-bütirolakton» and «GBL» and the transliterations gama-butirolakton and GBL against the classification decisions made under article 19 of Law No. 2313 on the Control of Narcotic Substances, and confirmed no current entry. It rejected the near match «GHB», because GBL is the lactone precursor, not GHB, and GHB is verified as scheduled on its own row. There is a second regime that could reach a precursor without any narcotics entry, and it was not resolved for this substance. Additional article 1 of Law No. 2313 makes the manufacture, import, export, transport, possession, purchase and sale of the substances in Tables I and II annexed to the 1988 United Nations Convention subject to Ministry of Health permission; whether GBL appears in those Tables as currently amended was not established here and is not assumed. So both the schedule question and the precursor question are open on this row.
- Consequences if caught
- Capital exposure: none. No article in this chain carries a capital or whole life route, and no per-substance threshold was verified for this row. If a classification decision names GBL, the ceiling is 30 years under article 188(1) of Penal Code No. 5237 and article 188(3) sets not less than ten years for domestic sale, supply, dispatch, transport, storage, purchase, acceptance and possession. Independently of that, article 188(7) reaches a substance which does not itself produce a narcotic or stimulant effect but is used in the production of one and whose import or manufacture depends on the permission of official authorities, at not less than eight years with a fine of one thousand to twenty thousand days. GBL is an ordinary industrial solvent with large legitimate uses, so the permission limb of that paragraph is where the argument would actually be had, and this row cannot say how it is resolved in Turkey.
- If prescribed or medical
- There is no prescription route for GBL in Turkey and no medicinal preparation exists. The dossier carried no prescription instrument for this row and no per-substance medical route is asserted here. The substance is sold industrially as a solvent and as a cleaning product ingredient, and that commercial availability is a chemicals question rather than a medicines one; nothing in the material read indicates that a product sold for industrial use may lawfully be supplied for consumption. Article 188(6) of the Penal Code reaches substances that are permission bound or prescription bound and produce a narcotic or stimulant effect, and the second limb is arguable for GBL precisely because it converts to GHB in the body.
- Documentation
- Nothing documents this substance for a traveller, and an industrial safety data sheet answers a different question from the one that will be asked. A colourless liquid with a solvent odour carried in personal luggage will be sampled and analysed under article 20 of Law No. 2313, and a result naming GHB produces a charge on a verifiably scheduled substance. Because both the schedule and the precursor questions are open, treat this row as unresolved in both directions rather than as permissive. The search log was read in the dossier on 18 September 2026 and additional article 1 with articles 188(6) and 188(7) were read from the consolidated texts on 20 September 2026.
- Turkey, Law No. 2313 on the Control of Narcotic Substances of 12 June 1933, articles 19 and 20 and additional article 1, with the Turkish Penal Code No. 5237, articles 188(1), 188(3), 188(6) and 188(7)
- the consolidated texts were read at https://www.mevzuat.gov.tr/mevzuatmetin/1.3.2313.pdf (HTTP 200, 220,153 bytes) and https://www.mevzuat.gov.tr/mevzuatmetin/1.5.5237.pdf (HTTP 200, 1,070,143 bytes), both fetched on 20 September 2026. The 1988 United Nations Convention Tables that additional article 1 incorporates by reference were not read, so no claim is made about whether GBL appears in them. The dossier's own url column holds one identical string for all 88 Turkey rows and that string is these two addresses run together with no separator, so the citation it supplies is document level rather than per substance.
