GBL in Timor-Leste: not individually verified

Also known as: blue nitro

Not individually verified

We have not confirmed that GBL specifically is scheduled in Timor-Leste, so this page gives no legal status. Publishing a guess here would be worse than publishing nothing. What we do know is the governing national drug law, below.

What is on record
Not confirmed. GBL (gama-butirolactona, gamma-butyrolactone) is not named in any of Tables I to VI of Lei 2/2017's Anexo II, as at 25 January 2017, the date the law was published. GHB itself is named at Table II-A, item 20: "GHB [(gama)-ácido hidroxibutírico]" (English: GHB, gamma-hydroxybutyric acid). GBL converts to GHB in the body but is a chemically distinct molecule, a lactone rather than the hydroxy acid, and Table II-A's own closing clauses reach only the isomers and salts of substances actually listed there: "Os sais das substâncias indicadas nesta tabela, sempre que a existência de tais sais seja possível" and "Os isómeros das substâncias inscritas nesta tabela em todos os casos em que estes isómeros possam existir com designação química específica, salvo se forem expressamente excluídos" (English: the salts of the substances listed in this table, wherever such salts can exist, and the isomers of the substances listed in this table, in every case where those isomers can exist under a specific chemical designation, unless expressly excluded). Neither clause reaches a precursor or prodrug of a listed substance, so GHB's listing does not extend to GBL. GBL was also checked directly against the two precursor tables article 8 governs: Table V's 13 items (Acido lisergico, Alfa-fenilacetoacetonitrilo, Efedrina, Ergometrina, Ergotamina, Fenil-1 propanona-2, Isosafrole, 3,4-Metilenodioxifenil-2-propanona, N-acido acetilantranilico, Norefedrina, Piperonal, Pseudo-efedrina, Safrole) and Table VI's 11 items (Acetona, Acido antranilico, Acido cloridrico, Acido fenilacetico, Acido sulfurico, Anidrido acetico, Eter etilico, Metiletilcetona, Permanganato de potassio, Piperidina, Tolueno); GBL does not appear in either by name or by any evident synonym. Only Decreto-Lei 2/2025 was checked as a candidate amending instrument and found not to amend the tables; no broader search of the Jornal da República 2017 to 2026 for a separate amending law has been completed, and no instrument closing the question the way a No Subsidiary Legislation line would has been located either. On that scope, this is NOT VERIFIED rather than a confirmed absence. Article 3, paragraph 3, claims the tables update automatically with United Nations scheduling changes; whether that self-executes is not resolved by the printed text, and the printed list's own gaps, for example mephedrone present while MDPV is absent despite the same UN scheduling history, show the printed text cannot be trusted as fully current even at its own enactment.
