Is GBL legal in Jordan?

Legal status

GBL is a chemical precursor under Law No. 23 of 2016 and not a narcotic drug or a psychotropic substance. The distinction changes the penalty article, so it is not cosmetic. That Law defines the class at article 2 as «السلائف الكيميائية: كل مادة كيميائية يمكن أن ينتج منها أو تدخل في صناعة أو تساعد على إنتاج المواد المخدرة أو المؤثرات العقلية والمدرجة في الجدولين رقم (11) و(12) الملحقين بهذا القانون.», “Chemical precursors” are chemicals capable of producing, entering into manufacture of, or assisting production of narcotics or psychotropics and listed in Schedules 11-12. The locator is Schedule 11 precursor; Arts. 17, 37. GBL is listed in Schedule 11 as a chemical precursor, which places qualifying manufacture-related conduct under Article 17 rather than making it automatically an Article 20 capital substance. Schedules are not frozen in the enacted text. Article 37 provides «لمجلس الوزراء بناء على تنسيب الوزير إجراء تعديل على أي من الجداول الملحقة بهذا القانون بحذف أي مادة منه أو إضافة أي مادة أخرى اليه أو تعديل النسب أو المواصفات أو الشروط الخاصة والمتعلقة بأي منها على ان يتم نشر ذلك في الجريدة الرسمية.», which is to say the Council of Ministers, on the Minister of Health's recommendation, may amend any attached schedule by deleting or adding a substance or changing its percentages, specifications or conditions, provided the amendment is published in the Official Gazette. The amending decision belongs to the Council of Ministers rather than to the Ministry acting alone, and Gazette publication is a condition of it.

Consequences if caught

Capital and life exposure. Neither the death penalty nor life imprisonment reaches GBL on its precursor classification alone, and that is a difference in kind rather than in degree. The article that applies to a Schedule 11 or 12 chemical precursor is article 17 of Law No. 23 of 2016, not articles 19 and 20. For the specified acts done with intent to use the precursor in manufacturing or producing a narcotic drug or a psychotropic substance, article 17 imposes temporary hard labour of not less than fifteen years and a fine of between ten thousand and thirty thousand Jordanian dinars. Article 17 contains no life penalty and no death penalty, and it contains no weight threshold either. Intent to use the substance in manufacture is an element, so handling the chemical without that intent is not the article 17 offence. What would change the answer is the substance being dealt with as a narcotic or psychotropic rather than as a precursor, because articles 19 and 20 then become available in the ordinary way.

If prescribed or medical

GBL is controlled as a chemical precursor, and the article written for it, article 17, turns on intent to use the substance in manufacturing or producing a narcotic drug or a psychotropic substance. Holding or using a medicine or a preparation containing it without that intent is outside the article 17 offence as defined. What Law No. 23 of 2016 fixes is the control status, and what it does not fix is the prescribing and dispensing conditions. Jordan's separate medicines and pharmacy regimes were not audited for this table, so a route is treated here as unread rather than as absent.

Carry the prescription and the original dispensing packaging if GBL was dispensed to you, and get the Jordan Food and Drug Administration's position in writing before you fly rather than at the airport. That is the carriage answer and it is deliberately short, because no traveller permit scheme, declaration form or carriage allowance appears anywhere in the text of Law No. 23 of 2016 as read for this row. An absence in what was read is not proof that no scheme exists, and Jordan does furnish the International Narcotics Control Board a traveller regulation sheet, so the regulator rather than this page is where a specific case is settled. Keep the quantity to what the prescription covers and keep the prescriber's details legible. Law No. 23 of 2016 was published in Official Gazette No. 5402 on 16 June 2016 and took effect on 15 August 2016; Amendment Law No. 24 of 2021 was published in Gazette No. 5746 on 23 September 2021 and took effect on 23 October 2021. The amendment horizon is 16 September 2026. One limitation governs every result here and is stated rather than hidden. The Jordan Food and Drug Administration names a current schedules file dated 16 September 2026, but its body could not be retrieved. The last fully searchable official schedule text is the consolidation updated 29 December 2025, and later 2026 Council of Ministers decisions were identified only where a Gazette or news source made them visible, such as the July 2026 addition of pentyl and amyl nitrite to Schedule 11. The regulator's page does not declare that no further instruments exist, so silence is not read here as completeness.
