Gabapentin in Timor-Leste: not individually verified

Also known as: neurontin

Not individually verified

We have not confirmed that Gabapentin specifically is scheduled in Timor-Leste, so this page gives no legal status. Publishing a guess here would be worse than publishing nothing. What we do know is the governing national drug law, below.

What is on record
Not confirmed. Gabapentin is not named in any of Tables I to VI of Lei 2/2017's Anexo II, as at 25 January 2017, the date the law was published, searched directly under that name and found in none of the 117 item Table I-A, the Table I-B coca and cocaine list, the four item Table I-C cannabis list, the 38 item Table II-A, the 15 item Table II-B, the 12 item Table II-C, Table III's preparation exemptions, the 64 item Table IV, or the precursor Tables V and VI. Gabapentin is a gamma-aminobutyric acid analogue developed as an anticonvulsant; it is neither an opiate-derived or opiate-mimicking substance of the kind article 5, paragraph 2(a), describes for Table I-A, nor a hallucinogen of the kind article 5, paragraph 2(d), describes for Table II-A, nor an amphetamine-type stimulant of the kind article 5, paragraph 2(e), describes for Table II-B, nor a barbiturate-type or non-barbiturate hypnotic of the kind article 5, paragraph 2(f), describes for Table II-C, so none of the tables' own descriptive drafting criteria reads across to it either. Only Decreto-Lei 2/2025 was checked as a candidate amending instrument and found not to amend the tables; no broader search of the Jornal da República 2017 to 2026 for a separate amending law has been completed, and no instrument closing the question the way a No Subsidiary Legislation line would has been located either. On that scope, this is NOT VERIFIED rather than a confirmed absence. Article 3, paragraph 3, claims the tables update automatically with United Nations scheduling changes; whether that self-executes is not resolved by the printed text, and the printed list's own gaps confirm it: mephedrone (Table II-A item 26) and MDPV were both placed under Schedule II of the 1971 Convention by the same Commission on Narcotic Drugs 58th session, 9 to 17 March 2015, yet only mephedrone is named in the 2017 printed text (Table IV item 54 names only Pirovalerona, MDPV's older, chemically different parent compound); that confirmed gap shows the printed text cannot be trusted as fully current even at its own enactment.

Confirm directly with Timor-Leste’s national drug authority or your own embassy before you rely on anything.
