Ephedrine in Solomon Islands: not individually verified

Not individually verified

We have not confirmed that Ephedrine specifically is scheduled in Solomon Islands, so this page gives no legal status. Publishing a guess here would be worse than publishing nothing. What we do know is the governing national drug law, below.

What is on record
Not confirmed. The Poisons Rules under the Pharmacy and Poisons Act (Cap. 105) in the 1996 Revised Edition print 'Ephedrine Hydrochloride' and 'Ephedrine Sulphate' in the Fourth Schedule (printed page 3026), each followed by printed exemptions for internal preparations (other than nasal sprays or drops) at stated strengths, for nasal sprays and drops at a stated strength, and for external preparations, and whether those Rules are still in force is not established. Rule 11(1) of the Poisons Rules (printed page 3004) reads 'It shall not be lawful to sell any poison included in the Fourth Schedule to these Rules except on and in accordance with the prescription given by a registered medical practitioner, registered dentist or a qualified veterinary surgeon in the form provided by this rule', and rule 11(2) applies the rule to a sale even where it is a transaction exempted by section 57 of the Act. The pages read do not say what 'Schedule 1' means in those entries or what rule then applies, so which low dose or topical products avoid a prescription is not established. The Poisons Rules were read as printed in the 1996 Revised Edition, whose margin notes run to LN 63 of 1988. The 2024 reprint of the Pharmacy and Poisons Act still carries section 61, the power to make rules, and its endnotes show sections 16 to 26, 28 to 32 and 35 repealed by Act No. 5 of 1997 and other sections amended in 2009 and 2023, but the reprint does not print the Rules and nothing read says they were amended or revoked, so the current force of rule 11 and the Fourth Schedule is not established. Only the two salts are printed; the free base is not a separate entry. The Poisons List in Schedule B Part I also lists 'Ephedra; alkaloids of' under the alkaloids, the Sixth Schedule to the Poisons Rules (page 3043) names 'Ephedra, alkaloids of', and Group II of the Third Schedule (printed page 3017) prints 'Ephedra, alkaloid of.' against an exemption for substances containing less than a printed proportion of the alkaloids of ephedra; none of them names ephedrine, and whether those entries reach it is not stated in any instrument read, so this answer does not rest on them; if they did reach it, the result would be a pharmacy sale restriction only. 'Pseudoephedrine Hydrochloride', 'Racephedrine', 'Methylephedrine' and 'Etafedrine' are separate Fourth Schedule entries and are not the answer for ephedrine. Ephedrine is not named in the Dangerous Drugs proclamations read; it is not treated as reached by the generic limbs in paragraphs 2 to 5 as a stereoisomer, ester, ether or salt of the named 'Amphetamine' or 'Methylamphetamine', or as excluded from them, because no instrument read states its relation to either; this reading is outside the instruments and no verdict rests on it. Section 2 of the Act reads 'poison includes the several substances mentioned in the poisons list in Schedule B', and rule 2(1) of the Poisons Rules (printed pages 3000 and 3001) defines 'poisons list' as 'the Poisons List contained in Schedule B of the Act'. This is a sale restriction under the pharmacy law. It is not shown to be drug control under the Dangerous Drugs Act: Ephedrine is not named in either proclamation list read, and because the Dangerous Drugs Act control is delegated and later proclamations were not all read, that is not a finding that it is outside that Act. A reported Dangerous Drugs (Amendment) Bill 2025 was not read, and a Bill is not law.
