Is Cannabinol legal in Turkey?

- Cannabinol is not confirmed as a controlled substance in Turkey and this row is a deferral rather than a finding. The dossier searched the Turkish terms «kannabinol» and «CBN» and the transliterations kannabinol and CBN against the classification decisions made under article 19 of Law No. 2313 on the Control of Narcotic Substances, and confirmed no current entry. It rejected the near match «THC», because THC is not cannabinol. The distinction is a real one rather than a technicality: cannabinol is the oxidation product that forms as THC degrades in stored plant material, so it is found in aged cannabis without ever having been added, and it is only weakly active. The consequence is that the molecule is unconfirmed while the material it is usually found in is squarely covered, since article 3 of Law No. 2313 prohibits the preparation, import, export and sale of esrar in whatever form and article 23 subjects all hemp growing to permission.

- Capital exposure: none. No article in this chain carries a capital or whole life route, and no per-substance threshold was verified for this row. If a classification decision names cannabinol, the ceiling is 30 years under article 188(1) of Penal Code No. 5237, article 188(3) sets not less than ten years for domestic sale, supply, dispatch, transport, storage, purchase, acceptance and possession, and article 191(1) sets two to five years for possession for use. If no decision names it, the Penal Code articles do not reach the molecule. In practice the question rarely arises on its own, because cannabinol in a seized sample is accompanied by the plant material it came from, and that material is charged as esrar regardless of the degradation products present. An isolated cannabinol product is the unusual case and it is the one this row leaves open.

- There is no prescription route for cannabinol in Turkey. It holds no medicinal authorisation that the dossier identified, no prescription instrument was carried for this row, and no per-substance medical route is asserted here. The lawful route for any hemp derived medicinal or health product is the one article 23 of Law No. 2313 creates, licensing by the Ministry of Health and sale only in pharmacies, and whether a cannabinol product holds such a licence is for the TİTCK to state. Sleep supplements marketed abroad as CBN products carry no Turkish status.
