Is Cannabinol legal in Saudi Arabia?

Not established, and the reason is a chemical distinction that is easy to lose. The schedules attached to the Law of Combating Narcotics and Psychotropic Substances, Royal Decree M/39 of 1426 AH, in the version issued on 4 September 2026, were searched from Schedule I to Schedule IV for cannabinol and no matching entry was verified. The search record reads «سجل البحث الخاص بـ cannabinol: فُحصت الجداول من الأول إلى الرابع ولم يُتحقق من قيد مطابق.», the item specific search record for cannabinol, the schedules from the first to the fourth were examined and no matching entry was verified. What was searched: “cannabinol”, “CBN”, «كانابينول»; the dronabinol and tetrahydrocannabinol entries were checked and are chemically distinct from CBN. That is the whole of it. Dronabinol is delta-9-tetrahydrocannabinol and cannabinol is its oxidised degradation product, and a name that looks like a shortening of the other is not an entry. Cannabis itself is separately scheduled at Schedule I Category A and is a prohibited plant under Schedule IV, so plant material is reached whatever this row says about the isolated molecule.
Consequences if caught
Capital exposure: none. That records what this pass established for isolated cannabinol and not how a Saudi court would treat plant material. Article 37(I) is the capital route in M/39, it carries no quantity threshold of any kind, and its death sentence is reducible by the court under Article 37(II) to a prison term of not less than fifteen years with the stated lashes and fine. None of that is assigned to this row, because no exact Schedule I or Schedule II entry and no qualifying Schedule IV reach was verified for cannabinol. The qualification is large and should be read before anyone relies on this. CBN is a cannabis constituent, cannabis is Schedule I Category A and a Schedule IV prohibited plant, and tetrahydrocannabinol is Schedule II Category A, so any CBN product that is a cannabis extract or that carries THC engages those entries and the Article 37 route opens on them.
If prescribed or medical
The Saudi traveller rule is a permit rule rather than a prescription rule. A controlled medicine may be brought in only under a clearance obtained from the SFDA before travel through its Controlled Drugs System, and that advance electronic clearance is required rather than optional. For cannabinol no schedule placement was established, so none can be attached to that rule. That does not make a CBN product importable: a cannabis derived preparation is assessed on what it contains, and the CBD general rule in these schedules treats herbal source cannabinoid material restrictively. No Saudi dispensing route and no medicinal product containing cannabinol was recorded.
Documentation
There is no permit to carry for this substance, because no lawful import route was established for it, and the practical advice runs the other way from the finding: do not carry a CBN oil, gummy or sleep aid on the strength of this row. For any controlled medicine, apply through the SFDA Controlled Drugs System before travelling, carry the clearance and not the prescription alone, bring the medicine in its original dispensing packaging with the prescription and a medical report translated into Arabic and dated less than six months before travel, and declare it at customs; advance electronic clearance has been required since 1 November 2025. The permit mechanics stated here are the SFDA traveller rules recorded on the current live cell and were not re-derived from the instrument in this pass. The failed schedule search was run against the 4 September 2026 schedules on 17 September 2026.
