Caffeine in Timor-Leste: not individually verified
We have not confirmed that Caffeine specifically is scheduled in Timor-Leste, so this page gives no legal status. Publishing a guess here would be worse than publishing nothing. What we do know is the governing national drug law, below.
- What is on record
- Not confirmed. The only place the word "cafeína" appears anywhere in Lei n.º 2/2017 is a footnote to Anexo I's MDMA quantity entry, note 6, which reads in part: "pode aparecer misturada com impurezas (por exemplo, MDA, cafeína) ou ainda em associação com heroína" (it [MDMA] may appear mixed with impurities, for example MDA or caffeine, or still in association with heroin). That is caffeine mentioned as an example of a typical MDMA adulterant, in an explanatory footnote to a different substance's dosage table, not a listing of caffeine as a controlled substance in its own right; on the schedule as printed it is not in Tables I to IV under article 2(d), nor in Tables V or VI under article 2(e). This table-absence is not treated here as a settled negative answer, because Lei n.º 2/2017 does not close itself: article 3(3) allows the tables to be altered by law or updated in line with changes to the international Conventions, and whether that updating clause self-executes without a further legislative act is not resolved on the text read.
