Is Caffeine legal in Jordan?

Caffeine is outside the Law No. 23 of 2016 scheduling question altogether, and the schedule search that establishes that is recorded as «بحث الجداول عن كافيين: لا يوجد قيد مطابق في جداول المواد المخدرة أو المؤثرات العقلية.», a schedule search for caffeine returning no matching narcotic or psychotropic entry. The Law's definitions are membership tests rather than descriptions: article 2 makes «المادة المخدرة» every natural or synthetic substance listed in Schedules 1 to 4, and «المؤثرات العقلية» every such substance listed in Schedules 5 to 9, so a stimulant that appears on no schedule is not a psychotropic substance for this Law however it behaves. Caffeine appears on none. It is governed instead under the Jordan Food and Drug Administration's food and medicines regime, as an ingredient in beverages and foods and as a component of some licensed medicines, and that regime was not audited for this row. The only limb of Law No. 23 that could reach an unlisted substance at all is article 14(a), which covers «... من غير المواد المنصوص عليها في الجداول المرفقة بهذا القانون بقصد أحداث التخدير أو أي إثر آخر ضار بالعقل.», substances other than those specified in the schedules attached to this Law, taken with intent to cause intoxication or another harmful effect on the mind, and coffee does not answer that description.

Consequences if caught

Capital exposure: none. Neither the death penalty nor life imprisonment reaches caffeine through Law No. 23 of 2016, because articles 19 and 20 operate on scheduled narcotic drugs, psychotropic substances and chemical precursors, and caffeine is in none of those classes. There is no drug quantity threshold either, because a threshold is something a schedule entry carries and there is no entry. Article 14, the only limb capable of reaching an unlisted substance, is non-capital in any event, and its intent element is not met by ordinary consumption of coffee, tea or an energy drink. What can bite instead is the food and medicines regime: a high-dose caffeine powder or tablet imported in bulk is a regulated product question rather than a drug offence question, and it was not audited for this row. A traveller should read this cell as saying that the narcotics law is not the instrument that governs caffeine, and not as saying that every caffeine product moves freely.

If prescribed or medical

No prescribing consequence follows from Law No. 23 of 2016 for caffeine, because the Law does not schedule it and there is no control here for a prescription to lift. Where caffeine is a component of a licensed medicine in Jordan, that medicine's own licensing and supply conditions govern it, and those sit in the medicines regime rather than in the narcotics law. The country-level position is that Law No. 23 of 2016 fixes control status and does not fix prescribing or dispensing conditions, so another regime is treated here as unread rather than as absent.

Documentation

No documentation is required for caffeine by the narcotics law, and no carriage allowance is granted by it either, because a carriage requirement under that statute is something a schedule entry creates and there is no entry. That is a narrow answer rather than a clearance. A caffeine-containing medicine still travels best in its original packaging with its prescription if it had one, and concentrated caffeine sold as a supplement is subject to the ordinary import and food safety rules, which were not audited here.
