Also known as: metaphedrone
Not individually verified
We have not confirmed that 3-MMC specifically is scheduled in Tajikistan, so this page gives no legal status. Publishing a guess here would be worse than publishing nothing. What we do know is the governing national drug law, below.
- What is on record
- Not confirmed. 3-MMC is not named in the National List approved by Government Resolution No. 121 of 27 February 2020 as the Drug Control Agency published it, read at https://akn.tj/ru/2020/04/09/national-list-of-narcotic-drugs-psychotropic-substances-and-their-precursors/ on 3 October 2026, the Agency's consolidation of the list, which names Resolutions No. 507 of 25 November 2021 and No. 87 of 2 March 2023 as its amending acts, and Annex 1 to the Criminal Code in the prg.kz consolidation dated 17 June 2026, nor in the potent and poisonous substances lists of Government Resolution No. 421 of 26 August 2022, all read on 3 October 2026. The texts were searched in Russian and Latin script for "3-mmc", "3-ммс", "3-метилметкатинон", "метафедрон", with Latin and Cyrillic lookalike letters treated as one, because Resolution No. 421 mixes them inside names, and with positive controls that found «Трамадол» in Resolution No. 421 and «Прегабалин (Pregabalin)» in the National List by the same method. The National List names mephedrone, «Мефедрон, 4-метилметкатинон, 4-ММС», item 232 of Перечень 2, described as «2-(метиламино)-1-(4-метилфенил)пропан-1-он», and the note to Перечень 2 brings under control «производные и изомеры, если таковые определенно не исключены, психотропных веществ, перечисленных в настоящем списке, в тех случаях, когда существование таких производных и изомеров возможно в рамках данного конкретного химического обозначения»; whether that reaches 3-MMC, 3-methylmethcathinone, as an isomer of the mephedrone entry is not stated. 3-Methylmethcathinone is in Schedule II of the 1971 Convention on Psychotropic Substances as at 3 December 2024, read on 3 October 2026. Article 2 of Law No. 873 defines psychotropic substances as those «классифицированные в качестве таковых в соответствующей международной Конвенции и Национальном Списке», and note 1 to Criminal Code Annex 1 counts as narcotic drugs and psychotropic substances those «которые не вошли в настоящий Перечень, но входят в соответствующие Списки Международных Конвенций и Национальный список наркотических средств, психотропных веществ и их прекурсоров, либо включены в них после издания настоящего Перечня и в установленном порядке отнесены к наркотическим средствам, психотропным веществам и прекурсорам». Both texts join the Convention and the National List with «и», and 3-MMC is not on the National List as read, so whether its Convention listing alone makes it a psychotropic substance in Tajikistan is not settled by the texts read. Absence from these lists is not a finding that it is lawful: the 2023 consolidation is headed «Проект», and amendments to the National List after 2 March 2023, or to Resolution No. 421 after 2022, were searched for and not found but are not ruled out; the prg.kz consolidation of Resolution No. 121, read on 3 October 2026, is titled «с изменениями и дополнениями по состоянию на 02.03.2023 г.». So this cell does not say whether 3-MMC is controlled in Tajikistan.

Controlled in Tajikistan. The National List approved by Government Resolution No. 121 of 27 February 2020 carries the entry «Катинон» (cathinone), which the dossier checked on 18 September 2026 matches to cathinone by exact name. The dossier row quotes the entry by its name and does not say in which part of the National List it sits. The offence framework the dossier read with it is Criminal Code arts 200 to 204. The row leaves one point open: how mixture, salt, isomer and preparation rules apply depends on the facts of a case.

Controlled in Tajikistan. Row 4 of Перечень 4 of Annex 1 to the Criminal Code, plants containing narcotic drugs or psychotropic substances, is «Кат (растение вида Catha edulis)», khat. Annex 1 is recorded at ncz.tj as replaced by Law No. 1984 of 13 November 2023 and was read in the prg.kz consolidation dated 17 June 2026. Cathinone and cathine are also listed in their own right in Перечень 2 of the National List approved by Government Resolution No. 121 of 27 February 2020: «Катинон» at item 2 and «Катин, (+)-норпсевдоэфедрин» at item 306. The 2020 text of the National List, as the Agency published it, has no plant list. The Drug Control Agency's consolidation of the list as amended up to Resolution No. 87 of 2 March 2023 has one, Перечень 4, which names this plant, in a file headed «Проект». Note 2 to article 200 of the Code takes the sizes from Annex 1 also for «растений, содержащих наркотические средства или психотропные вещества, либо их частей, содержащих наркотические средства или психотропные вещества, указанные в приложении 1 к настоящему Кодексу», and the annex counts as narcotic drugs «растения, классифицированные в качестве таковых в соответствующих Международных Конвенциях и Национальном Списке», so a listed plant is itself controlled material. It is weighed dry, after drying at «+110... +115 градусов Цельсия», under note 1 to Перечень 4.
