Is 2C-E legal in Saudi Arabia?

Not established, and the reason is recorded rather than summarised. The schedules attached to the Law of Combating Narcotics and Psychotropic Substances, Royal Decree M/39 of 1426 AH, in the version issued on 4 September 2026, were searched from Schedule I to Schedule IV for 2C-E and no matching entry was verified. The search record reads «سجل البحث الخاص بـ 2c-e: فُحصت الجداول من الأول إلى الرابع ولم يُتحقق من قيد مطابق.», the item specific search record for 2C-E, the schedules from the first to the fourth were examined and no matching entry was verified. What was searched: “2C-E”, “4-ethyl-2,5-dimethoxyphenethylamine”, «2 سي إي»; the 2C-B and phenethylamine entries were checked and no exact ethyl analogue entry was found. 2C-B is expressly and separately scheduled at Schedule II Category B, and that entry is 2C-B; no analogue clause and no chemical family clause was found in these schedules that would carry it to 2C-E. Absence of a verified entry is not a finding that the substance is lawful in Saudi Arabia. It is a finding about what this pass could establish, and the schedules are kept current under M/39 Articles 70 to 71 rather than by a fresh Royal Decree, so an entry can appear without the Law itself changing.
Consequences if caught
Capital exposure: none. That is a statement about what this pass established for 2C-E and not a prediction of how a Saudi court would treat a sample. Article 37(I) is the capital route in M/39, it carries no quantity threshold of any kind, and its death sentence is reducible by the court under Article 37(II) to a prison term of not less than fifteen years with the stated lashes and fine. None of that is assigned to this row, because the exact Schedule I or Schedule II entry, or a qualifying Schedule IV reach, was not verified for 2C-E. No weight can cure an identity gap. There is no quantity at which an unlisted compound becomes a listed one, and equally none below which a listed one escapes Article 37, so anyone reasoning from grams here is reasoning about the wrong thing. If a tested product turns out to contain a scheduled constituent, the Article 37 route opens on that constituent and not on the label the product was sold under.
If prescribed or medical
The Saudi traveller rule is a permit rule rather than a prescription rule. A controlled medicine may be brought in only under a clearance obtained from the SFDA before travel through its Controlled Drugs System, and that advance electronic clearance is required rather than optional. A foreign prescription is not a Saudi clearance. For 2C-E the schedule placement that would normally be attached to that rule was not established, so it cannot be attached here, and the question of which permit category a 2C-E preparation would fall into is deferred rather than answered. No Saudi dispensing route and no medicinal product containing 2C-E was recorded.

There is nothing to carry for this substance, because no lawful import route was established for it. For any controlled medicine, apply through the SFDA Controlled Drugs System before travelling, carry the clearance and not the prescription alone, bring the medicine in its original dispensing packaging with the prescription and a medical report translated into Arabic and dated less than six months before travel, keep to a one month supply or the length of the stay, and declare it at customs; advance electronic clearance has been required since 1 November 2025. The permit mechanics stated here are the SFDA traveller rules recorded on the current live cell and were not re-derived from the instrument in this pass.
