2-FDCK in Tonga: not individually verified

Also known as: 2-fluoroketamine

Not individually verified

We have not confirmed that 2-FDCK specifically is scheduled in Tonga, so this page gives no legal status. Publishing a guess here would be worse than publishing nothing. What we do know is the governing national drug law, below.

What is on record
Not confirmed. 2-FDCK (2-(2-fluorophenyl)-2-(methylamino)cyclohexanone) is not itself named anywhere in Schedule 1 of the Illicit Drugs Control Act, Act 7 of 2003, Cap. 4.06, 2020 Revised Edition; a full text search of the cached Schedule 1 for «2-FDCK» and its chemical name found no entry under Class A, the «OTHER ILLICIT DRUGS» sub-heading, or Class B. As chemical context only, not as a conclusion: Ketamine, 2-(2-chlorophenyl)-2-(methylamino)cyclohexanone, is named in the same Schedule 1 under the «OTHER ILLICIT DRUGS» sub-heading of Class A, and 2-FDCK differs from it only by replacing the chlorine atom on the phenyl ring with a fluorine atom, the cyclohexanone ring, the methylamino group and the rest of the molecule being identical; the Illicit Drugs Control (Amendment) Act 2020, Act 15 of 2020, section 2, defines «analogue drugs» to include a substance that is a structure modification of an illicit drug obtained by «replacement of one or more of its functional groups with another», excluding «a substance that is itself specified in Schedule 1», and a halogen for halogen substitution would sit within that wording. No finding that 2-FDCK is therefore controlled is drawn from this relationship alone, for two reasons. First, Act 15 of 2020, s.2(f), read directly this session rather than only via an earlier summary of it, inserts the words «, illicit drug analogue» into section 2's «illicit drug» definition. The Act does not itself define «illicit drug analogue» as a term, and the Act does not expressly link it to the separately defined «analogue drugs» quoted above. Even on a reading that the inserted words reach a structural analogue of a Schedule 1 drug, no provision read assigns an «illicit drug analogue» to Class A or Class B, and the penalty paragraphs in sections 3 and 4 are each keyed to a named class, so no penalty band is established for it either way. A full text search of the cached 2020 Revised Edition of the principal Act, the base consolidation rather than the amending Act, still finds no reference to «analogue» anywhere in it, consistent with that consolidation predating the 2020 amendment and never having been updated to carry it. Second, the two 2024 amendment Acts could not be retrieved this session, both the direct PDF link and the containing legislation index returned HTTP 404, so whether either Act names 2-FDCK directly, or changes the analogue clause or assigns it a class, is also not verified. Schedule 1 and the analogue clause are read here as at 7 October 2026, and a later amendment reaching 2-FDCK directly is not ruled out.
