Legality · 2-FDCK2-FDCK in Tajikistan: not individually verified
Also known as: 2-fluoroketamine
Not individually verified
We have not confirmed that 2-FDCK specifically is scheduled in Tajikistan, so this page gives no legal status. Publishing a guess here would be worse than publishing nothing. What we do know is the governing national drug law, below.
- What is on record
- Not confirmed. 2-FDCK is not named in the National List approved by Government Resolution No. 121 of 27 February 2020 as the Drug Control Agency published it, read at https://akn.tj/ru/2020/04/09/national-list-of-narcotic-drugs-psychotropic-substances-and-their-precursors/ on 3 October 2026, the Agency's consolidation of the list, which names Resolutions No. 507 of 25 November 2021 and No. 87 of 2 March 2023 as its amending acts, and Annex 1 to the Criminal Code in the prg.kz consolidation dated 17 June 2026, nor in the potent and poisonous substances lists of Government Resolution No. 421 of 26 August 2022, all read on 3 October 2026. The texts were searched in Russian and Latin script for "2-fdck", "фторкетамин", "фтордешлорокетамин", with Latin and Cyrillic lookalike letters treated as one, because Resolution No. 421 mixes them inside names, and with positive controls that found «Трамадол» in Resolution No. 421 and «Прегабалин (Pregabalin)» in the National List by the same method. Ketamine hydrochloride is a potent substance under Annex 1 of Resolution No. 421, whose note reaches salts, isomers and esters of the substances listed there and carries no analogue clause, and it does not say whether 2-FDCK is reached. The National List names methoxetamine, «Метоксетамин, МХЕ, 3-МеО-2-Охо-РСЕ», item 231 of Перечень 2, described as «2-(3-метоксифенил)-2-(этиламино) циклогексанон», and the note to Перечень 2 brings under control «производные и изомеры, если таковые определенно не исключены, психотропных веществ, перечисленных в настоящем списке, в тех случаях, когда существование таких производных и изомеров возможно в рамках данного конкретного химического обозначения»; whether 2-FDCK is a derivative of methoxetamine within that designation is not stated. 2-Fluorodeschloroketamine is in Schedule II of the 1971 Convention on Psychotropic Substances as at 3 December 2024, read on 3 October 2026. Article 2 of Law No. 873 defines psychotropic substances as those «классифицированные в качестве таковых в соответствующей международной Конвенции и Национальном Списке», and note 1 to Criminal Code Annex 1 counts as narcotic drugs and psychotropic substances those «которые не вошли в настоящий Перечень, но входят в соответствующие Списки Международных Конвенций и Национальный список наркотических средств, психотропных веществ и их прекурсоров, либо включены в них после издания настоящего Перечня и в установленном порядке отнесены к наркотическим средствам, психотропным веществам и прекурсорам». Both texts join the Convention and the National List with «и», and 2-FDCK is not on the National List as read, so whether its Convention listing alone makes it a psychotropic substance in Tajikistan is not settled by the texts read. Absence from these lists is not a finding that it is lawful: the 2023 consolidation is headed «Проект», and amendments to the National List after 2 March 2023, or to Resolution No. 421 after 2022, were searched for and not found but are not ruled out; the prg.kz consolidation of Resolution No. 121, read on 3 October 2026, is titled «с изменениями и дополнениями по состоянию на 02.03.2023 г.». So this cell does not say whether 2-FDCK is controlled in Tajikistan.

What Tajikistan HAS confirmed for related substances
These are related compounds, not 2-FDCK. Their status may or may not reflect 2-FDCK’s. Confirm 2-FDCK directly with Tajikistan's national drug authority or your embassy.
Controlled in Tajikistan as a potent substance in the hydrochloride form the list names, not as a narcotic or psychotropic substance. Annex 1 to Government Resolution No. 421 of 26 August 2022, the list of potent substances for the purposes of the Criminal Code, names «Кетамина гидрохлорид», ketamine hydrochloride, described as «2-(-Метиламино)-2-(2-хлорфенил)-циклогексанона гидрохлорид», and Annex 3 sets its large size «от» 5 grams. The note to Annexes 1 and 3 adds to the potent substances «соли перечисленных в настоящем списке веществ», «изомеры перечисленных в настоящем списке веществ» and «эфиры сложные и простые перечисленных в настоящем списке веществ», and it does not say in terms whether ketamine as the free base, rather than the hydrochloride, is reached. Ketamine is not named in the National List approved by Government Resolution No. 87 of 2 March 2023 as its amending acts, and Annex 1 to the Criminal Code in the prg.kz consolidation dated 17 June 2026, searched for "кетамин", "ketamine", "калипсол" with Latin and Cyrillic lookalike letters treated as one, because Resolution No. 421 mixes them inside names, and with positive controls that found «Трамадол» in Resolution No. 421 and «Прегабалин (Pregabalin)» in the National List by the same method, so it is not a listed narcotic drug or psychotropic substance, and articles 200 and 201 do not reach it as a listed substance; whether it could be treated as an analogue under those articles was not examined. Ketamine is also in the schedules of neither the 1961 Single Convention as at 6 June 2024 nor the 1971 Convention on Psychotropic Substances as at 3 December 2024, both read on 3 October 2026, so note 1 to Criminal Code Annex 1, which counts as narcotic drugs and psychotropic substances those «которые не вошли в настоящий Перечень, но входят в соответствующие Списки Международных Конвенций и Национальный список наркотических средств, психотропных веществ и их прекурсоров, либо включены в них после издания настоящего Перечня и в установленном порядке отнесены к наркотическим средствам, психотропным веществам и прекурсорам», does not reach it. Amendments to Resolution No. 421 after 2022 were not found and are not ruled out.

Controlled in Tajikistan. Item 231 of Перечень 2, psychotropic substances, of the National List approved by Government Resolution No. 121 of 27 February 2020 is «Метоксетамин, МХЕ, 3-МеО-2-Охо-РСЕ», described as «2-(3-метоксифенил)-2-(этиламино) циклогексанон». Annex 1 to the Criminal Code carries the same entry at row 231 of its Перечень 2 with its sizes. The 2020 text is the National List as approved. The Drug Control Agency's consolidation names two amending resolutions, No. 507 of 25 November 2021 and No. 87 of 2 March 2023, and zakon.kz, which shares its publisher with prg.kz, gives 2 March 2023 as the last amendment. The text of No. 507 was not read, No. 87 was read only in its opening, and the Agency's consolidation is headed «Проект», so this placement is stated as at the 2020 text and the 2026 annex, and a later amendment is not ruled out.

Controlled in Tajikistan. The National List approved by Government Resolution No. 121 of 27 February 2020 carries the entry «Фенциклидин, ФЦП» (phencyclidine, PCP), which the dossier checked on 18 September 2026 matches to PCP by exact name. The dossier row quotes the entry by its name and does not say in which part of the National List it sits. The offence framework the dossier read with it is Criminal Code arts 200 to 204. The row leaves one point open: how mixture, salt, isomer and preparation rules apply depends on the facts of a case.
